Expenditure
In the year of 2024-25, the departmental expenditure under the relevant Head of Government Budget amounted to $1,426 million, while the total operating expenditure (including costs of services provided by other government departments) for the same period amounted to $1,863 million according to the relevant accounting practice. Capital expenditure during the year totalled $1,582 million, and major items included construction of the New Air Traffic Control Tower and relevant systems and equipment for supporting the commissioning of the Three-runway System at the Hong Kong International Airport in November 2024.
Revenue
The Civil Aviation Department (CAD) provides services according to the "user-pay" principle, i.e., the relevant fees and charges should recover the full cost of service provision. Fee-charging services provided by the CAD include provision of air traffic services and en-route navigation services, as well as licensing of local airlines, aircrews, maintenance organisations, aeronautical engineers, training organisations and the Hong Kong International Airport. The total revenue from these services amounted to $1,580 million in 2024-25. Separately, the CAD assisted the Government in collecting taxes through airlines under the Air Passenger Departure Tax Ordinance (Cap. 140). The tax revenue collected amounted to $2,279 million in 2024-25.
