*Flight Engineer's Licence

* Introduction

1.1    The Air Navigation (Hong Kong) Order 1995 (AN(HK)O), as amended, allows Hong Kong Flight Engineer's Licences (FEL), ratings and medical certificates to be issued subject to the requirements set out by the Director-General of Civil Aviation (DGCA). Such requirements are specified in detail in the 'CAD 50 - The Flight Engineer's Licence'.

1.2    Staff of the Personnel Licensing (PEL) Office, Civil Aviation Department (CAD) act on behalf of the DGCA in the processing of applications for and issuance of licences.

1.3    This pamphlet serves as an introduction to the general requirements for the issue of a Hong Kong FEL. It is important to remember, however, that this document is intended as a guide only. It must not be taken as qualifying in any way the effect of the AN(HK)O and/or CAD 50.

*Requirements to obtain a Flight Engineer's Licence

2.1    Minimum Age - 21 years old

2.2   Medical Requirements - A valid Hong Kong Class 2 medical certificate

2.3    Experience Requirements for Applying Licences and Ratings

2.3.1 Before entering for the technical examinations or flight tests, a prospective candidate for the FEL must satisfy the CAD that he has acceptable experience as an aircraft engineer, a professional pilot, or as a military serviceman.

*Flying Training Requirements

2.4.1 The applicant for a Hong Kong FEL must undergo not less than 100 hours of supervised flight engineer flying training in the first type of aircraft to be included in the licence. This may be reduced to 50 hours where he holds a pilot's licence which already includes an aircraft rating for that type.

2.4.2 The whole of the required flying training for initial grant of a licence must have been completed within 12 months immediately preceding the date of application for the licence.

*Ground Examinations

2.5.1 An applicant for a FEL is required to pass the following ground examinations:-

  • Aircraft General:
    Principles of Flight (Aeroplane)
    Engines
    Electric & Automatic Flight
    Airframe Systems (Aeroplane)
    (All subjects in Aircraft General must be attempted at one sitting)
  • Documentation and Aviation Law
  • Loading
  • Human Performance
  • Aircraft Type

2.5.2 The syllabuses for the FEL ground examinations are given in Appendices B and D of CAD 50.

2.5.3 The technical examinations may be taken at any time within the 12 months immediately preceding the date of application for the licence.

2.5.4 For the conversion of a foreign FEL to a Hong Kong licence, please refer to paragraph 10 of CAD 50.

*Aircraft Rating (AR) Flight Test

2.6.1 Before an aircraft type can be included in the Aircraft Rating page of the licence, the applicant for a FEL or additional rating must pass a flight test on the type. The syllabus for the test is at Appendix E of CAD 50.

2.6.2 Type rating flight tests are conducted by Flight Engineer Type Rating Examiners authorised by the CAD.

*Application Procedures

3.1    The applicant must submit Form DCA 605 (and DCA 218 if apply on the basis of a foreign flight engineer's licence) together with all required evidence of his identity, experience and qualifications in support of his application.

3.2.    After assessing the applicant's experience and qualifications, conversion terms will be issued. Licence will be granted only if all the conditions in the conversion terms are fulfilled.

3.3    An application for FEL will not be processed normally until the applicant can show evidence of a genuine requirement to hold a Hong Kong FEL and exercise the privileges of the licence on a Hong Kong registered aircraft.
