Under the Dangerous Goods (Consignment by Air) (Safety) Regulations Chapter 384 Subsidiary Legislation, consignors i.e. shippers and freight forwarders must ensure all dangerous goods are properly classified, packed, marked, labelled and documented before they are offered for air transportation. Cargo acceptance personnel of airlines, handling agents and freight forwarders must also stay vigilant and exercise caution during the cargo acceptance process.

On the other hand, please note that the carriage of certain items by passengers may require airline's consent. Individual airlines may also have additional requirements on items that passengers may carry aboard an aircraft.
